Approval of Previous Meeting Minutes
Angelo asked if anyone had any questions about the previous meetings; requesting a motion to accept. There were no questions. Ron Smith (Montour) made a motion to accept the previous meeting minutes. This was seconded by Cindy Geis (Baldwin). All were in favor; none opposed.
INTRODUCTORY REMARKS
Angelo Bordogna (PCC) thanked all who came out tonight and apologized for short notice of this meeting. He explained that he has been laid up for eight weeks in a wheel chair, following major surgery on his foot. He also stated that there is more surgery and healing to come.
Angelo acknowledged the new school (Butler) and introduced Bill Fay (head coach). Butler has paid their registration fee and as such will have voting privileges tonight.
Angelo stated that normally we would have the president’s report as first order of business, but tonight he needed to address an issue that occurred this past year regarding the former treasurer. Specifically, the USBC contacted Angelo that Kristin Mitchell (West Allegheny) mishandled funds from a travel league that she organized and managed. Upon learning this information Angelo spoke to Kristin regarding her position as the WPIBL treasurer and that he hoped that there are no black marks with our association. Kristen then submitted her resignation to the WPIBL one week later. Following her resignation, Kristin turned over no bank statements and no checking account ledger. At Angelo’s request he contacted the bank for statements from August 2008 to current [March 2009]. Upon review of the statements it was obvious to Angelo and the interim treasurer (Charlie Neely) that there were strange and unauthorized banking transactions throughout the year. Angelo then consulted with Don Yuhouse (as he was the president of the WPIBL three years earlier when Kristin was voted in as treasurer. Don stated that he had not seen any past statements as well. Angelo requested statements from the bank three years back. He turned them over to Don Yuhouse and his son, Aaron, who performed an independent audit. Their review of the account showed numerous unauthorized transactions by Kristin, including establishing an account with one signature on checks and a debit card (both of which to against our policy). In summary, Angelo stated that all monies are back in the account and he asked the board of directors how they would like this matter handled, suggesting that at minimum, her Athletic Director be notified of her resignation as league treasurer.
There were discussions led by Chris Cherry (Woodland Hills), Judy
Caves (Mount Lebanon), Ron Smith (Montour), Bud Cummins (Penn-Trafford) and John Wagner (West Mifflin).
John Wagner (West Mifflin) made a motion that the WPIBL submit a letter to the Athletic Director of West Allegheny high school informing him of the situation. The motion includes having Kristin copied on the letter and getting legal advice for the proper language of the letter. This motion was seconded by Dave Greene (Mars). Voting went as follows:

Treasurer’s report
Charlie Neely (North Allegheny) distributed a detail report of the 2008-2009 season. Following is a summary:

Angelo asked for a motion to accept the treasurer’s report. Ron Smith (Montour) made a motion to accept the treasurer’s report. This was seconded by Bill Fay (Butler). All were in favor; none opposed.
PRESIDENT’S REPORT
Angelo stated that outside of the treasurer’s resignation, the previous year ran very smoothly. The playoffs and championships went well and the banquet was a success. He appreciated everyone’s help throughout the year.
Vice-President’s Report
Jim Cillo (North Hills) noted that as chief of security for playoffs and state championships all went very well and that there were no problems to report.
SECRETARY’S REPORT
Mike DiSanto (North Hills) stated that bottled water is available tonight. Mike thanked the coaches who provided him with current contact information. He asked that all head coaches provide updated information to him and stated that given several coaching changes (name, phone number or e-mail address) that all coaches should check the most current master roster once issued. Mike stated that the league received an official letter from Saint Joes of Natrona
Heights that the school will not be participating in the WPIBL this year due to having no coach and little or no interest from the student body.

At the end of voting, Mike DiSanto (North Hills) stated that Ron & Cindy Womer informed the league that they installed a second phone line at their house that will be a dedicated FAX line. That phone number is 412.319.7745. Future score sheets will be updated to reflect this FAX number.

New Business
Proposed 2009 – 2010 schedule of events
A proposed schedule of events for the 2009-2010 season was distributed at the meeting. Angelo highlighted the following topics:
· The dates for the Pennsylvania State Championships are definite (additional info to follow)
· The dates for the Western Regional Championships are definite (additional info to follow)
· The dates listed for the WPIBL ten-week regular season are proposed dates as presented by the officers
· The date for the WPIBL championship is a proposed date as presented by the officers (note that we suggest eliminating Round One altogether)
· The WPIBL ten-week regular season and WPIBL championship will be formally presented by the Rules/Scheduling Committee at a future coaches meeting where it will be voted upon
Bowling Format Changes
Angelo stated that beginning with the 2011 Pennsylvania State Championships the format will change to three games regular format and seven games baker format (team event only). He also stated that beginning with the 2010 Western Regional Championships the format will change to three games regular format and seven games baker format (team event only). As such, he encourages the WPIBL to modify our format to align with the 2010 Western Regional format, and suggested that we move to a two game regular format and three game baker format. There was discussion regarding lane availability at championships, reduced bowling time, expenses for the new bowling format, substitution rules, awards, etc. He asked that the coaches think about this and submit concerns/issues to the league secretary for discussion at our Rules meeting review.
Section Schedules
John Wagner (West Mifflin) stated that this past year there were only three schools in the league that had a Boys Team exclusively and all three schools were in his section. This affected his girls and asked that this year the Scheduling Committee take this into consider to spread out the schools better.
Reimbursement of Statistician second phone line for FAX
Dave Greene (Mars) suggested that the league reimburse the second phone line that Ron & Cindy installed for the dedicated FAX line. Angelo suggested that this be formally submitted by the Rules Committee when we review all rule changes.
Committees
Angelo stated that committees will be assigned at the next meeting and he encouraged coaches to take an interest. If anyone is interested in serving on any of the committees they are to contact the league secretary.
